Informācija uzņēmējiem par ATSTAROTĀJIEM!

Patērētāju tiesību aizsardzības centrs (turpmāk – PTAC) divu gadu laikā ir veicis kontroles projekta pasākumus par atstarotājiem.

Apkopojot un izanalizējot projekta rezultātus, galvenie secinājumi ir šādi:

• Piedāvājot atstarotājus tirgū, tie netiek identificēti kā individuālie aizsardzības līdzekļi (turpmāk- IAL);

• Atstarotājiem nav CE marķējums, vai nav ievērotas tā proporcijas, līdz ar to nav ievērotas normatīvo aktu prasības;

• Atstarotāji nav nodrošināti ar ražotāja vai tā pilnvarotā pārstāvja sagatavotu informāciju valsts valodā par atstarotāju lietošanu, uzglabāšanu, tīrīšanu u.t.t.

• Atstarotāji nav nodrošināti ar atbilstību apliecinošiem dokumentiem atkarībā no IAL kategorijas;

• preces nosaukums nereti tiek mainīts un patērētājs tiek maldināts:

PTAC ir konstatējis, ka Latvijas veikalos bieži tiek tirgoti neatbilstoši atstarotāji. Tirgū konstatēti gaismu atstarojoši priekšmeti, kas nav paredzēti gājējiem, bet gan dažādu telpu un izklaides pasākumu noformējumam vai arī kā modes un dizaina aksesuāri, kā arī īpaši atstarotāji gājējiem. Pirmie, ir lētāki un tāpēc arī pieprasītāki izplatītāju vidū. Diemžēl tie ne vienmēr tiek izmantoti paredzētajam mērķim. Reklāmu pasūtītāji tos bieži vien ar savu uzdrukāto simboliku izdala par brīvu kā atstarotājus, bet negodprātīgākie tirgotāji arī pārdod veikalos.

• netiek izprasta atbildība par preces – atstarotāja, kuram ir minimāla atstarošanas spēja, izplatīšanu, tādējādi apdraudot patērētāju drošību, jo īpaši ņemot vērā to lietošanu diennakts tumšajā laikā.

Tuvojoties rudens un ziemas sezonai, PTAC atgādina, ka atstarotāji ir IAL, līdz ar to prasības tiem nosaka 2003.gada 11.februāra Ministru kabineta noteikumi Nr. 74 „Prasības individuālajiem aizsardzības līdzekļiem, to atbilstības novērtēšanas kārtība un tirgus uzraudzība” (turpmāk – NOTEIKUMI).

Saskaņā ar NOTEIKUMU 8.punktu ražotājs, tā pilnvarotais pārstāvis vai importētājs nosaka IAL kategoriju. Atkarībā no IAL kategorijas, ražotājs vai tā pilnvarotais veic noteiktu atbilstības novērtēšanas procedūru.

Pirmās kategorijas IAL – A modulis, procedūra aprakstīta NOTEIKUMU 2.1.nodaļā. Līdz ar to atstarotāju atbilstības apliecinoši dokumenti ir:

- tehniskā dokumentācija;

- atbilstības deklarācija.

Otrās kategorijas IAL – B + C modulis, procedūra aprakstīta NOTEIKUMU 2.2. un 2.3.nodaļās. Līdz ar to atstarotāju atbilstības apliecinoši dokumenti ir:

- tehniskā dokumentācija;

- tipa pārbaudes sertifikāts;

- atbilstības deklarācija.

Saskaņā ar NOTEIKUMU 41.punktu ražotājs vai tā pilnvarotais pārstāvis katru IAL (atstarotāju) un tā iepakojumu marķē ar CE marķējumu tā, lai marķējums būtu labi saskatāms un salasāms, kā arī nenodzēšams visā IAL izmantošanas laikā. CE marķējuma proporcijas un lielumu nosaka NOTEIKUMU 44., 45. punkts, kā arī NOTEIKUMU 2.pielikums.

Saskaņā ar NOTEIKUMIEM, piedāvājot tirgū IAL (atstarotāju), tiek nodrošinātas visas šo NOTEIKUMU 57.punktā noteiktās prasības.

IAL ražotājam, tā pilnvarotajam pārstāvim vai importētājam ir jānodrošina sekojošas dokumentācijas pieejamība tirgus uzraudzības iestādēm:

1. tehniskā dokumentācija, kurā ir IAL vispārīgs apraksts un darbību apraksts, ko nosaka MK noteikumi;

2. atbilstības deklarācija;

3. tipa pārbaudes sertifikāts (II kategorijas IAL);

Meilite brand is not Reflexite brand

Meilite is a brand name in China which is from the factory of Reflexite company in Fujian China. but Meilite series is not high reflective products, it is a kind of low end products like other China made reflective pvc. which can not meet with CE EN13356 at all.

Reflexite company does not have a factory in China producing high quality reflective vinyl at present. Some companies in China tell the cusotmer that the products are for EN13356 with the material from Reflexite, that’s totally wrong.

Color Transfer Problem of Reflective PVC

The soft reflector is made of reflective vinyl (PVC). but when you put the silver reflective item like slapwrap, hanger, sticker etc together with the lime color reflectors, the silver ones will have some yellow color on the surface after some days, weeks , sometimes even some hours.

it is the character of the PVC material for the color transfer. it is almost not possible to change it. The best way is to have a packing like polybag for each items when you have different colors items need to be packed together.

here we have some comments for this problem.

1, do not put different colors reflectors together, even different colors material like fabric, color paper etc , because the ink or dying material will effect the reflective pvc.

2, for slapwrap with white pvc backing, should have a polybag packing for each item, or have a small paper to devide them.

3, keep the reflectors in a cool and dry condition, the hot temp. will fast the color tranfer a lot.

4, have a white paper on the back of the reflector when you have a blinster packing for it. (only it is not necessary when the cardboard is in white color where the reflector touches)

Transparent Ink Printing on The Reflector

Normally the ink of printing will cover the reflective area, then the printed area will not have reflective effect.

But with transparent ink, we can see that the printed area is still in reflective.

The above sample is based on CMYK full color printing by machine. The transparent ink also workable for silk printing.

but for this kind of printing, we should note that 1, the color will not be 100% match the color code like Pantone due to the transparent material mixed in the ink. 2, the printed area is reflective but will not be so strong reflective as unprinted ones.

This printing solution is useful in some special application for the reflectors.

An order made these days for 144000 sets reflective stickers from a local trading company. This is for USA market. the reflective stickers are in halloween designs. with supermarket hanging strap packing. This is a new idea for selling such item for packing.

Full color printing on the reflector slap wrap, CMYK printing on reflectors

this month we have processed 2 orders which need the full color printing on the surface of the slapwrap; the full color printing is a kind of UV printing; we had the problem for the first order like below,

after scraping the printing, the ink moves off.

the printer did not put into a kind of material which will help to stick the ink strongly onto the PVC surface.

we will have to remake this order.

on the 2nd order, we changed to a new printer and now it is OK

High Visibility Colorful Reflective Fabric

We now have at least 3 new colors for reflective fabric which are in high visibility, meet with EN471 class 2.

That means we can design some new reflective items, like the sports vest will have more nicer designs; the reflective soft toy will have more colors to make it looks better.

A reflective clip item

We have a new reflective item: the reflective clip.

it can be fixed onto the bag, pocket and bicycle etc. the design is very simple – it is only a clip. but seemed very nice as a reflective item.

The reflective part is in size 3X7cm, that means it is OK for CE EN13356 design. we would like to put 2 kinds of reflective material on it. One is the reflective sticker made of reflective vinyl, the other is the reflective sheet like 3M diamond grade reflective sheeting. both are the reflective sticker on the clip.

but reflective vinyl is not so nice to use for a long time. easy to be removed and broken. I think reflective sheeting material should be the best choice.

The Line on the Reflective Surface

When you check the some of reflective items carefully, you will find there is a line on the surface of these slap warp or badge etc. sometimes it is a very thick one and sometimes it is a very thin line. like the above photo. The left is a 3M one and the right is a Reflexite material.

Reflective vinyl raw material come in different size, like USA material comes in a roll (for example, 3M material is in size of 45.7cmX100meter) while China made material comes in a sheet (45X45cm). But it is the same that Every 23cm on the surface for the raw material, there will be a line. This is not the quality problem. Because the size of the moulding which produce the reflective vinyl is in about 23X23cm. So it will not possible to avoid this line when you produce the items with size more than 23cm.

So almost 99% of the client will accept it. because I think we mainly want to use its safety function instead of its looking.
